Anastasia has over 10 years of experience in Russian legal services market.

The main area of specialization is legal assistance of infrastructure projects, including the projects based on the concession agreements and agreements on public-private partnership.

Anastasia has practical experience in legal support of more than 30 infrastructure projects in the following areas:

  • road infrastructure;
  • infrastructure of sea and river ports;
  • LRT;
  • social infrastructure (schools, kindergartens, medical institutions, etc.)
  • public utilities (municipal water supply and wastewater treatment systems, waste treatment facilities).

Anastasia also focuses her practice on antitrust law, competition law, public procurement, real estate, commercial and corporate law, M&A.

Anastasia has taken part in several scientific researches on a few complex issues of legal regulation in the sphere of development of the transport sector and implementation of mechanisms of public-private partnership on behalf of the federal and regional authorities.

Every Year Anastasia serves either as an arbitrator or as a memorial judge for the FDI Moot Court competition (http://www.fdimoot.org).

Representative Experience

Advising the private investor with regard to the renovation and operation of the municipal centralized water supply system in Leningrad Oblast on the basis of the concession agreement.

Advising the private investor with regard to renovation and operation of the centralized municipal wastewater treatment system in in Leningrad Oblast on the basis of the concession agreement.

Drafting of the tender documentation and concession agreement of the new regional waste treatment facility for the Committee for Investments of the Government of St. Petersburg.

Drafting of the legal sections of the Concept of Renovation and Development of the Historical Quarter “Apraksin Dvor” in Saint-Petersburg (Russia) for the Committee for Investments of the Government of St. Petersburg.

Drafting of the legal sections of the Concepts of the construction and operation of buildings for schools and kindergartens through the use of PPP for the Governments in several Subjects of Russian Federation.

Advising the private investor in road construction and operation on the basis of the regional PPP legislation.

Preparation of the legal sections of Feasibility study reports for the FKU “Rostransmodernizatsija” of the Russian Ministry of Transport in respect of the following port infrastructure development projects:

  • Feasibility study for the construction of the new dry cargo district of port Taman
  • Multimodal transport logistics hub “Rostov Universal Port”

Preparation of the legal sections of the Feasibility study report on the construction of the Sviyazhsk Interregional Multimodal Logistics Center for the Ministry of Transport and Roads of the Republic of Tatarstan  and the FKU “Rostransmodernizatsija” of the Russian Ministry of Transport.

Preparation of the legal sections of Feasibility study reports for the Russian Road Agency of the Russian Ministry of Transport in respect of the following major transport infrastructure development projects:

  • Feasibility study on reconstruction of the M-1 “Belarus” Federal Highway
  • Feasibility study on construction of the toll highway “Bavly – Kumertau (the border of the Orenburg region) on the territory of the Republic of Bashkortostan
  • Feasibility Study for the construction of the toll bridge over Ob River (Novosibirsk)
  • Feasibility Study for the construction of the toll high-speed highway Moscow – Saint Petersburg, km 58 – km 684

Development of tender documentations and draft project agreements for the Committee for Investments of the Government of St. Petersburg in respect of implementation of the following major PPP projects:

  • Western High-speed Diameter (construction of the toll high-speed motorway on the basis of the concession agreement)
  • Orlovsky Toll Tunnel (construction of the toll tunnel on the basis of the concession agreement)
  • Nadzemny Express (construction of the high-speed light railway on the basis of the PPP agreement)
